fix: use periodic-labeler instead of labeler
The starter labeler action tries to run on the forked repository instead of the origin repository - which errors due to lack of permissions (good). See https://github.com/actions/labeler/issues/12 Switched to periodic-labeler as it runs on origin as intended.
